Resources for Administrators
To ensure Delaware's vision for work-based learning (WBL) is reflective of student and employer needs, the Department of Education convened school system leaders, post-secondary partners, state agencies, and employers to review exemplary WBL models across the country. These best practices have shaped the guiding principles which will be used to develop Delaware's WBL policy and procedures.
Feedback is requested through the following survey which will be used to identify critical needs aligned with the WBL framework. Survey input is requested by October 28, 2016 and will shape the resource development/procedures needed to expand WBL opportunities across the state. Applications for state-model and local CTE programs of study are due by November 30, 2016 for implementation in the 2017-18 school year and the estimated notification of approval is January 15, 2017 .
The DDOE has developed a series of state-model CTE programs of study that are available for LEA consideration and adoption. Each state-model CTE program of study is mapped to a demand driven occupation, opportunities for students to earn college credit and an industry recognized credential, support for school administrators and counselors, and course specific professional learning opportunities for teachers.
The Innovation Grant provides targeted funding for LEAs to adopt or enhance state-model CTE programs of study and provide academic and/or career support services to CTE students. Grant proposals are due on October 15, 2016 and estimated notification of award is November 1, 2016 .
The DDOE has developed policies and procedures to more clearly define fiscal and accountability routines related to Career & Technical Education (CTE). This work provides greater clarity for LEAs to develop, implement and improve CTE programs of study.
The CTE & STEM workgroup will transition all CTE course and pathway codes to a new coding system starting in the 2016-17 school year. Updates to course codes occurred in June 2016 after the eSchool rollover. As a result of this transition, CTE enrollment and completion patterns will be captured and recorded via student transcripts to increase data accuracy for performance reporting. As such, school system staff will need to capture CTE course enrollment and credit earned in the eSchoolPlus Mark Reporting Center.
A crosswalk between old and new CTE codes is posted below and a Cognos report will be created for school system staff to verify the transition of existing course codes to the new codes. We do not anticipate any impact on course enrollment or funding levels due to this change. Courses that have had no enrollment in the 2015-16 school year will be eliminated unless they are a part of an approved Program of Study for 2016-17.

Reports include enrollment, Division I minutes, and Division I unit totals, course funding levels, and Division II minutes and units generated, by course code (CIP number).
View the complete list of state approved Career and Technical Education courses by CIP number, course name, pathway, and funding level. Approved course list reports can be viewed by district, school, and/or pathway area for the current and previous five school years.
Career and Technical (CTE) Teacher Certification Requirements should be used to assist in the recruitment and employment of qualified CTE educators. The sixteen (16) Career Clusters are represented in separate tabs, which are further delineated by career pathway and program of study to provide teacher certification requirements for all CTE programs. Updates to the Skilled and Technical Sciences Teacher regulation were passed by the State Board of Education in June, 2016.
